For over twenty years, Abby
J. Leibman has worked on policy and advocacy to advance and address women’s
issues in America. In 1989, Leibman founded the California Women’s Law Center
where she not only championed important social and legal issues affecting women
and girls, but also brought these issues to the forefront of public attention.
Leibman has a nationally recognized expertise in issues affecting women and
girls, particularly in the areas of child care policy, sex discrimination in
employment and education, including sexual harassment. Her
services are available to assist employers, educational institutions and law
enforcement entities in the development and implementation of policies,
advocacy, trainings, and problem solving.

ABBY J. LEIBMAN is the
founder and principal of Leibman & Associates.
For over twenty years, Leibman has worked with and led some of
California's most prominent organizations including the California Women's Law
Center, which she co-founded and directed for 12 years.
During her tenure at the CWLC, Leibman developed programs, policies and
strategies to address the many challenges facing women and girls in California.
She authored a number of articles and other publications on women’s
civil rights, and she designed and provided training to corporations,
educational institutions, law firms and legal services offices on an array of
issues including sexual harassment, discrimination, diversity and leadership.
Leibman is adjunct faculty at
a number of prestigious local universities, including UCLA where she teaches
Advocacy and Women’s Civil Rights in the graduate division of the Women’s
Studies Department, and the University of Judaism where she teaches a graduate
course on Nonprofit Organizations and the Public Sector.
Leibman served a two year term as one of five civilians appointed by the Los Angeles County Board of Supervisors to the Equity Oversight Panel for the Los Angeles Sheriff's Department. The Panel, the first of its kind in the country, made findings and recommendations in employee discrimination cases for both sworn and civilian personnel.
Leibman has a distinguished
record of community leadership including: the Board of Jewish Family Service,
the Board of California Women Lawyers, the Court and Community Outreach Task
Force of the California Judicial Council, Women Lawyers' Association of Los
Angeles and as President of the California Children’s Council. She served as chair of the West Hollywood Human Services
Commission, a member of the Los Angeles Mayor’s Advisory Committee on Child
Care, a member of the Women's Advisory Council to the Los Angeles Police
Commission and currently serves on the Advisory Council to the Westside Women's
Health Center and on the President’s Council of the California Women’s Law
Center. Leibman has served on the
Board of the Progressive Jewish Alliance and on the Executive Committee of the
Jewish Community Relations Commission.
Leibman is in great demand as
a public speaker and is listed in Who's Who in American Women.
She has received numerous awards including the Ernestine Stahlhut Award
from Women Lawyers’ of LA, the Fay Stender Award from California Women
Lawyers, the first Public Interest Advocate Award from the USC School of Law and
the UCSD Alumnae of the Year Award (Law) in 2000.
Leibman is a 1978 magna cum laude graduate of the University of California at San Diego where she majored in political science and minored in biology. Although not currently an active member of the California Bar, Leibman received her J.D. from Hastings College of Law in 1981 and was a non-matriculating student at the UCLA School of Law in 1980-81.
