End
Violence Against Women (EVAW)
provides effective, victim centered, multi-disciplinary training and expert
consultation regarding crimes of sexual assault and domestic violence. EVAW
also seeks to identify and disseminate effective primary prevention programs for
men and risk reduction programs for women. As
the Director of Research for EVAW, I develop grant proposals, conduct original
research, review and compile existing research, and develop presentations for
multidisciplinary audiences of researchers and practitioners in law enforcement,
victim advocacy, health care, prosecution, and related disciplines.
I also serve on the Board of Directors.
Chief Penny Harrington &
Associates
December 2001 --
present
Harrington & Associates is a private
consulting firm specializing in employment discrimination and sexual harassment,
with particular emphasis on police organizations.
As Director of Research and Training, I am available to review policies
and procedures with respect to sexual harassment and other forms of employment
discrimination. I can also conduct
confidential, state-of-the-art employee surveys to investigate the prevalence of
potential problems sexual harassment and employment discrimination, determine
the impact on victims, and find out what employees think about the
organization’s policies and practices in this area. I am also
available to serve as an expert witness to testify to the common dynamics of
sexual harassment and retaliation, their impact on victims, and the appropriate
organizational response.
I also have particular expertise in curriculum
design, with a basis in psychological research and the principles of adult
education. I can therefore assist
organizations in creating, reviewing, implementing, and evaluating training
programs on a variety of topics, including the prevention and investigation of
sexual harassment complaints.
National Center for Women &
Policing
April 1999 – May
2003
I served as Research Director for the National
Center for Women & Policing, a division of the Feminist Majority Foundation.
Responsibilities included reviewing existing literature in the area of
law enforcement and criminal justice policy, writing and submitting grant
proposals, and conducting original research.
For example, I supervised the nationwide survey of law enforcement
agencies conducted annually to determine the number and rank of women in
policing. Other activities included
writing research reports for the organization and publishing research articles
in academic and professional journals. I
also consulted frequently with individuals across the country seeking
information and assistance in the area of women and policing, especially the
investigation of acquaintance sexual assault cases.
While at the NCWP, I also served as Project
Director on a grant awarded by the Violence Against Women Office of the U.S.
Department of Justice. The purpose
of this grant was to develop a law enforcement curriculum in sexual assault
investigation, with particular emphasis on cases involving known offenders.
After completing the curriculum, I then hosted a series of
“train-the-trainer” programs to certify individuals from around the country
to implement the program in their state or region.
Responsibilities for this position were myriad, and they included:
·
Developing the training content into a curriculum based on
principles of adult learning
·
Coordinating the contributions of experts to the curriculum
development process
·
Conducting a national search to recruit and select qualified
trainers
·
Hosting a 4-day “train-the-trainer" program in both Los
Angeles and Chicago
·
Managing a project team of several individuals
·
Administering a budget of over $280,000 and completing all federal
reporting requirements
Adjunct Professor, California
Polytechnic State University
September 1998 - present
I teach courses in psychology including: Introductory Psychology, Applied Social Psychology Personality Psychology, and Quantitative Research Methods. I also regularly supervise undergraduate research interns and students completing their senior project.
Post-Doctoral Research Fellow,
American Bar Foundation
August 1996 - July 1998
I conducted interdisciplinary research on the
topics of gender, policing, and the federal court system.
Adjunct Professor, DePaul
University College of Law
Winter 1998
I co-taught a course on the topic of
“Psychology in the Courtroom” with Professor Steve Landsman.
